trouble is with kites is that you need to have a minimum proficiency in kite flying before even getting to the water. You can't simply line up 15 newbies and have them stand on something.
second trouble with kites is that Lanier would be a horrible place to teach someone starting out- shallow, open, flat and steady breezes we ain't got. They could drive to Charleston, rig, kite, pack up and drive home all in the time it would take to fetch them from the other side of the lake.
lastly - 15 newbies all in the water in the same spot? it's hard enough at Hattersa. here it would be... difficult.
Not a knock on kiting but the same reason student pilots don't fly out of Hartsfield.
