I found my H18 there. I only spent 500 on it. only thing missing was the tiller extension.

If the "No trapeze" really means "no trampoline," you will spend another couple hundred dollars on a tramp. If he doesn't know the difference I would be careful with him. Ask him to put the sails up. I bet you five dollars he doesn't know how.

I agree. This only looks like a deal if you're really into fixing up. The trailer looks totally beat– rusty, no lights, rusty rims. I'd be surprised if the bearings on those small wheels would make it far. It appears the stays are missing from the mast (making it a little more difficult to put the sails up). No rudders on it either. The mast resting directly on the frame (and the rest of it) show neglect or ignorance. His description smells like both... but I might be wrong.

I stumbled on the H-17 I have, and in the process I found that there are a lot of 16s around. Somebody told me they're like VW beetles used to be: millions of 'em out there, easy to repair & find parts and everybody knows how to fix their quirky flaws (i.e. rudders). You can buy an old one in good shape for about $1500, sail it for a year (or five) then if you take reasonable care of it, sell it for about $1500.
