According to Top Weather Officials, the Boy Child, aka "El Nino" is back.  Is this good news or bad?  My thinking is good, since it may end our drought (nothing else has helped).  But don't know what it does to wind.  It was last around in 96/97 or so, when I was starting.  All I can remember from that time was that is was either too much, or not enough.
