Slightly longer answer: the water is starting to get cold and neoprene (wetsuit) is required this time of year. You may find it more comfortable to head south to St. Pete Beach and get excellent lessons at North Beach Windsurfing or, if the budget permits, Bonaire where conditions are ideal in the winter (warm and breezy).
The water won't get to a non-neoprene level until around early to late May depending upon your tolerance for cold water.
