I would imagine the most difficult part would be getting the kite and foil launched in the first place. Once up in the air and moving apparent wind and a little more wind aloft may be what is keeping it going. Seems possible he may have launched earlier when wind was better and just managed to keep it going after the wind dropped and the water became glassy.
Or maybe he got the kite above the "dome effect".

Yeah, pretty amazing. Foils have really broken barriers for both kites and sails.
