There is a Surf shop that does windsurf consignment in the Outer Banks. Webguy and I were in their last May but don't recall seeing foil gear in there. Consignement shops are pretty limited to what someone brings in to sell. I think this is the place. I would just call and see what they have. They may not ship either.
Also, Oceanaire in Avon will have demos, etc. Yes, Randy is correct, that was Ride Hatteras. I think that Fox down in Buxton may still be doing some consignment. Progressive in Daytona and Liquid in Ft. Lauderdale may have some stuff for sale but don't expect screaming bargains.
Most shops will sell "demo" equipment, but they don't always have a great selection. Only thing to do is check their web pages.
North Beach does offer some used gear. They have a used foil board for sale now.
