I talked to the gate keeper the weekend of epic wind, and they said that the passes will be good for 12 months from date of issue, so I think you are out of luck for past expenses.
seems to me they shouldn't have charged you if the annual passes were not available, so if you kept your receipts you should have something to stand on -- your money, which they now have
A nice thing about the new annual pass is that it hangs from your mirror, so it can be used in different cars. Also, its good anywhere on Alatoona or Lanier that the COE runs. (i.e. Van Pugh, Galts, West Bank, etc.)
