Chris, Jim & I escaped to L. Lanier before Thanksgiving festivities for a nice warm session at Van Pugh.
Chris brought his carbon foil, and the photos tell the story. He lifted out of the water and briefly hydroplaned. I was sailing next to Chris on one of his successful attempts. It appears to take a lot of balance. Also requires a good match between board, sail and foil.

I, too, was at Van Pugh this morning and had my camera handy. I was able to take some pictures very similar to Barrett's. However, I took more than Barrett did or he simply decided not to post the whole sequence.
Frankly, what I saw was rather alarming and I think indicates that foiling on Lanier may be premature, unwise and possibly dangerous. Personally, after seeing my photos, I wouldn't be surprised if the relevant authorities take a dim view on the entire enterprise.

Chris has actually piloted a hang glider off Stone Mountain (the one day it was allowed) so I'm not surprised your photos have him flying.
