Back when I was considering getting a condo In FL (before opting for versatility and lower cost of a camper instead), I was at an ABK camp in OBX and asked the owner Andy Brandt where the best place in FL was for windsurfing. Without any hesitation, Andy responded as ‘Titusville’. Well today, I got a chance to sail at Titusville Parrish Park and, granted I haven’t been to many places in FL but my limited experience agreed with Andy.
I was on the water 4hrs before high tide. I was able to get on foil maybe 25yards from my car (60 mast) and had miles of open, fairly flat water to sail in all directions. Anytime I got in the water -and I did a bunch, trying to adjust to the 60 mast, I was always standing on soft sand - no weeds or oyster shells or anything else-, with water anywhere from my waist to neck. Warm water, a number of windsurfers and kiters even at mid day on Tuesday, soon after the holidays.
Long story short, worth considering as an alternative FL travel destination. About 7-7.5 hrs from ATL.

Yes Titusville rocks. Just 30 minutes north of Kelly Park at 528 and Banana river road
Great place for foils of all kinds. And a little windsurfing too
One more thing about Kelly Park they use longer masts
