There may be wind this afternoon after the rain clears out, and on Tuesday and Wednesday. If so, i plan to sail, probably Van Pugh or maybe Old Federal if it has some south in it.

Edit: If we get reports from anyone going today, it'll give some indication. Looks like about 60 up there.
Heavens knows why I'm responding... I'm wrong so often. The shorter fetch up there will be in your favor plus having your kite way higher than the pole dancers. I wouldn't think that you'd be shut down but it will be a bit gustier than normal. A west at Van Pugh has about 5 miles of cold water in front of it and Old Fed only has about 2 miles. Randy, who will hopefully add his $0.02, has found it better at the smaller parks with around a mile or so fetch.
I think you may have to consider this an empirical investigation in the interests of science.
I might go to Old Fed tomorrow to find out, but if I do I won't be surprised to find a dome.
Longer fetches do seem more bothered by the dome effect. Two place less susceptible to domes are Keith's Bridge and Two Mile on W or SW. Problem is those place don't really have suitable kite launches. (Many would say they aren't suitable WS launches either.) What you get is very high gust factors and a long schlog to get out of the wind shadow. Or at KB you can carry your gear through the woods and skip the schlog.

Rhett and I windfoiled and Tony wing foilecd at Van Pugh late this afternoon, it was about like yesterday, dark water and some caps, on and off, typical Lanier. If the dome effect is wind in the trees but not on the water, we did not have a dome effect today.
I do plan on sailing tomorrow, probably Van Pugh after lunch, but may go to Old Federal if there is south in it and if Randy goes there,

Let's see what happens with warmer air (assuming the wind stays the same or more).
