In my experience, no. The closer you get to that shore, the lighter the wind gets. I've chased the wind across too many times trying to find enough to jibe on. Rarely works. There may be a bit of venturi between the park and the marina but other than that, I wouldn't even think of it.
If you are trying for venturi action, try Tidwell.
