Sailing a boat/dinghy can be great exercise. Key word: can. Grinders on competitive boats are in great shape and I've read accounts of Olympic dinghy sailors burning through 5000+ calories a day. However, from the posts on Facebook, most big boat sailors on Lanier are sipping mint juleps (and I'm okay with that).
I've heard that about foiling, too. As there were times yesterday I was pumping like a mofo, I can not say I'm even remotely close to that level.
I'd have said windsurfing is absolutely not essential until I see the rational for keeping liquor stores open: depriving "regulars" can cause significant harm. I think some of the mint julep sipping sail boaters on Lanier might fall under this category but I have zero proof other than years of stories of sailors and their rum. I think for some of us, the same could be said for windsurfing. Why else do we go out on sub 40 degree days other than to prevent withdrawal from wrecking our minds if not our bodies?*
* Some of these comments not to be taken too literally. I know people are literally dying. This is a coping mechanism.

Second, it is pretty hard to explain why putting a Shelter in Place order in effect re-opens the beaches. They were closed because there were crowded from what I can tell.

SAVANNAH, Ga. (WTGS) — Due to Governor Brian Kemp's Executive Order issued on Thursday, all local ordinances no longer are in effect.
This means that the local order to closed Tybee Island beaches on March 20 is no longer valid.
The Department of Natural Resources Commissioner Mark Williams signed an administrative order on Friday reopening all Georgia beaches, for the time being.
State Representative Jesse Petrea took to Facebook Friday afternoon to address the reopening of the beaches.
"Early this AM, I notified Mayor Sessions that this would impact the beach in that it was not expressly closed in the new order. Indeed, I contacted the DNR Commissioner early this AM to understand the matter. He explained that it would allow exercise on the beach by individuals/family groups but NO congregating. Moreover, he explained that Rangers were to be patrolling the beach to enforce strict social distancing," said Petrea in his post.
According to the administrative order issued by Williams, the use of chairs, tents and umbrellas will be prohibited on Georgia’s beaches seaward of the ordinary high-water mark, effective at 6 p.m. April 3 through 11:59 p.m. April 13.
