James Island Yacht Club

Is the James Island Yacht club beach open to the public to rig and launch for windsurfing?

No it's a private yacht club. They open it up to racers for the Fort to Battery race.

There is a park next too it that is open to the public, free access. Not sure how great launch is but it looks okay for NE to SE winds.

Yes, Demetre Park (also called Sunrise Park) is fantastic and is a launch I frequent. It works well in west through north and around to east winds. Any thing south and it is in the lee. The current rumbles and it is challenging to get upwind if the current is against you, make sure and emphasize this to lake sailors or newbies. Low tide creates a long walk through the pluff mud espeicailly for foilers but it is doable. The park was closed for a bit but is back open now. Otherwise it can be a magic place to sail. It is right next to JIYC that hosts the F2B [ Fort to Battery Race] and It is a bit easier to launch from the park rather than the club.
